New Hampshire's outdoor leadership scholarships target documented gaps in certified female guides operating in the White Mountains and Lakes Region. The program requires completion of state-recognized wilderness first responder and leave-no-trace instructor certifications before funds are released.
New Hampshire's terrain creates seasonal employment concentrated in six northern counties where guide services generate $87 million annually. Women currently hold 22 percent of New Hampshire Licensed Guide licenses despite higher participation in collegiate outdoor recreation programs. The scholarship therefore ties funding to passage of the state's guide examination administered by the Fish and Game Department.
Application materials must include proof of current Wilderness First Responder certification and a letter from a permitted outfitter confirming willingness to host a paid apprenticeship. The state limits awards to residents of towns with populations under 15,000 to address the coastal versus northern county disparity in certified instructors. Funds cover course fees at the Appalachian Mountain Club and Northern Forest Canoe Trail training centers.
Disbursement requires submission of state guide license numbers within 90 days of course completion. Recipients submit monthly activity logs documenting client days and incident reports. The program caps administrative costs at 5 percent and requires matching contributions from permitted guide services equal to 15 percent of tuition.
New Hampshire mandates that all funded training occur on state or federal land under existing special-use permits, a constraint tighter than Vermont's more flexible public-land access rules.
